Guidelines for Submission
Manuscripts can be submitted until the expiry of the deadline. Submissions must be previously unpublished and may not be under consideration elsewhere.
Papers should be formatted according to the guidelines for authors (see: By submitting your manuscripts to the special issue, you are acknowledging that you accept the rules established for publication of manuscripts, including agreement to pay the Article Processing Charges for the manuscripts. Manuscripts should be submitted electronically through the online manuscript submission system at All papers will be peer-reviewed. Accepted papers will be published continuously in the journal and will be listed together on the special issue website.

Safety at sea is an eternal topic of the human society. A series of measures have been adopted to improve the safety at sea, from the technology to management, especially in the human factor. STCW convention is one of the important instruments to control the seafarers’ competence. With the evolving of new technology, including e-navigation and autonomous ship, the challenge to the shipping industry is what competence the future “seafarers” should have, whether they are on board or not. However, the existing requirements and standards of training, certification and watchkeeping for seafarers will not accommodate the new situation, therefore, necessary to be reviewed to adapt the future development. We make our endeavor to establish a set of new requirements and standards, including the structures of knowledge and cognitive process, so as to meet the industry demanding, teach the seafarers efficiently and assess them properly. We will achieve this goal on the basis of big data and novel technology. We urge the whole industry to increase the ‘situational awareness’, take necessary steps as soon as possible to fight against the challenge, and achieve the goal of the safe and clean sea.
